Why are these numbers not kept current from the server?
Because anything fetched can fail to arrive, and this is the one screen where that is unacceptable. The numbers ship with the app and change with a release. It is a deliberate trade of freshness for certainty, carried forward from the old portal, where it was one of the decisions worth keeping.

No. If you form a reasonable belief that someone is at risk, your profession’s requirements and your state’s legislation apply to you directly. The team can be reached from any page for support and follow-up, but the obligation does not transfer to us and we will not imply that it has.
